She's a wonderfully sweet lady, unless she finds out it was you who abandoned a pokemon, then you incure her terrible wrath. She's also Maribelle's Grandmother~ She has a Poppinanny to help with housekeeping and caring for the pokemon in her centre, an aidog to rescue injured pokemon that were abandoned and regularly goes out to find lost ones, and a furrline as a pet, but he likes singing to the pokemon in the centre too.
It always urked me the idea of just releasing a pokemon. I mean, if you just let your dog you've owned for years out into the wild, it wouldn't survive. So I figured having something like this would make more sense.
And in game, I reckon it would be like a back up function. Like a recycle bin for pokemon you've released (AKA deleted)
If you have a Poppinany, she can teach it a special move too:
Discipline (Normal pwr100 10pp) This move will only work if the user goes last, and if it, or it's battle partner it hit by a damaging move. Depending on who the foe targets will determine the added affect of this move. This attack will only target the last foe that attacked on the turn this attack is used.
If the foe target Poppinanny, she will harshly discipline them and lower all their stats by 1 stage each. The foe will also flinch.
If the foe targeted it's battle partner (in double and triple battles) This moves power is doubled and the partner will revieve a 1 stage stat boost for all stats and move first on the next turn regardless of speed.
[link] you can also see this in use at the Fakemon coliseum where members can submit their own adoptable fakemon designs to sell~
Pokémon related to this weapon are; Poppinanny, Aidog's evolution line, and furrline's evolution line

Is the resemblance to whimsicott coincidence or intentional?
"WHAT! Y-Y-YOU RELEASED A POKEMON! I AM NOT A VERY HAPPY LADY! PREPARE TO FACE THE WRATH OF THE POKEMON ADOPTION CENTRE!"
